Vodacom advertise whole Worcester as 3G signal

I am a pensioner that moved to Worcester on 3 July 2012. Before purchasing a house I also checked the Vodacom network as advertised by them. Since 3 July 2012 I have a poor to zero signal on both my modem and cellphone. I reported this problem to the local Vodacom shop on several occasions and eventually to Vodacom themselves. A technician came to my house on 6 December 2012 (ref EC-ZAKA-21RBUX) and tested the signal. His finding was that is extremely weak and said that the matter would be taken further. Nothing happened with the signal strength. I actually became worse. On 7 January 2013 (ref S3-SE2C-C1CTQ) I reported the matter again to Vodacom. On 14 January 2013 I spoke to technician and he informed me that Vodacom is looking at possible putting up a new tower. My query is that I am with Vodacom since cellphones started in South Africa and never missed any payment. Since July 2012 I paid nearly R8, 000 for basically no service! I do not want to leave Vodacom, however they put customers under a false impression with information on their website.
