Still gettting by VIRGIN

After many months of getting nowhere with VIRGIN - the history is on record, went to Virgin at Cedar Square.
Was served by S? who agreed that the Compulsory billing charge is wrong and needs to be reversed.
He also understood that we are being ripped off with regards to the contract which WAS SOLD TO US AS A TOP UP CONTRACT (TOP UP R150).
He was going to investigate and revert to me within two weeks.
Tomorrow is Week THREE.
Do I have to cancel this contract (as I am permitted to do in terms of the Consumer protection act)?
