Accounts department could'nt answer me

I took out a contrat April 2012 and asked for a monthly limit for R100.00 --I never had a problem untill Feb 2013--Received statement of R 1077.02--phone accounts department could explain... March 2013 received statement R 754.34..phone accounts department ..answer was when i reached my limit they should have locked my phone... but it never happened... I asked why did'nt it happened they transfer me to data department..which told me that I was on the nett..I said yes i know i was on the nett, but why did'nt you locked my phone when i reached my limit... They could'nt explain... transfer me back to accounts department... which could'nt explain also... My question is what's the use of having a monthly limit of R100.00, that does'nt exsist... I never budget for these amouts... but must pay... Can you please assist. Yours in Business
