Cant explain billing to me and phone still off

MTN send and sms stating that our account has been stopped because we reached our credit limit. Our limit is R1500 and because we only get accounts of between R400 to R500 on average, we went to MTN to find out what is the problem. They explained that it was billed and unbilled charges. Meaning bills from this month and last month. We found out that we went out of data and the difference was because of out of bundle charges. We exepted it and after month end, the phone was still of and we could not use it. I waited another day but still since the sms that said we reached our limit and the phone went offline, up until the second day of the new month we had no phone usage. When we asked them again, they said no the count is no R1700 and if we want the phone to work we need to lift our credit limit. How can we have a account of R1700 in the first place if we have a limit on R1500, why is the phone still off evan after the monthly installment went off. We spoke to them on the 808 number and they are the most stupid and unhelpfull people i have ever met. where is this account going to stop if it can exeed the R1500 and how do we sort this out. the phone is off and it is costing us money
