Testing of Optic Fibre Cables

Telkom installed Optic Fiber Cables for us. When you log a call for Technical faults, they are suppose to test the line to make sure that the problem is a Telkom related problem. Should they come out and it is not a telkom problem they charge you R900.00 plus, for unnecessary call out.
With optic fiber cables they can not test the lines from their call centre. In other words they can not tell me if the problem is Telkom related or not and have to come out. They still apply the R900 plus fee, even though it is not our fault that they can not test their own lines. I feel that it is not fair of them to make us pay R900.00 because of their problems and issues!
