Three months and still no service

I placed an order for a new line and ADSL at the end of September. I was told there are no dslams and I have to wait for the project to be done. I called Telkom 10217 once a week since October and everytime I spoke to them I told them THERE ARE NO CABLES AS ITS A NEW COMPLEX so please sort that our while you are sorting out the exchange. I was always told "Dont worry sir the technician will pull the cables when he arrives - I promise you will get service once the DSlams have been upgraded".
So a technician arrives 31 December and to my surprise (ok no surprise as this is Telkom) I was told they cannot provide service as there is no cables due to it being a new complex. How much longer is this going to drag on. Neotel will provide service WITHIN 14 business days on fibre optic so either sort our your issues or we will get Neotel for the entire complex!
