Transfer of Telkom line to my new apartment

I have been requesting Telkom for a month now to move my Telkom line, as I moved houses. Two technicians have since come to my apartment and told me that there are no cables/infrastructure in my unit for them to connect a line for me.

I queried this with the developer, who told me the first time after a technician came, that the problem is with Telkom. Telkom needs to fit in any additional cables, as the developer has fit in the infrastructure cables that Telkom should use to connect a line for me.

Therefore it is Telkom that is not willing to fit in cables to connect my line. Why can Telkom not do this, as there are other people in my complex that do have Telkom lines???

I am really frustrated as I have a contract with Telkom, and I have paid for this month yet I have not been provided with the Telkom service. I need a telephone line to use ADSL, and I do not know who to direct my problem to, as everyone in Telkom seems to pass the problem to someone else and it never gets sorted!!!
