Cell Phone Soft Locked After Account Paid in Full

I made a payment to settle my fiance's account which was in arrears. As his cell phone was soft locked. I sent though the proof of payment to Vodacom. I also called and confirmed that it had been received. They called my fiance and removed the soft lock. About an hour later they soft locked it again. He can't make any phone calls at the moment. We have been trying to sort this out for DAYS now. We have spent HOURS on the phone with Vodacom. I get sent through from one person to the next. I get assured that everything's in order; and the next I'm back to square one. I am frustrated and I don't know what to do anymore. We have tried everything. My fiance is a sales representative and he CAN NOT do his job without his phone. I would like Vodacom to sort the matter out immediately. I have said this over the phone to them, but nothing has been done. No matter how many times we call or how many hours we spend on the phone with them. I am also a Vodacom customer and I am highly unsatisfied with the service we're getting.
