No answer at customer care line

I've been phoning the customer care line of Vodacom (111) and was holding the line for 20min and got tired of holding on. Later I called again and was holding on for 30 min.

Is there a reason for not answering?
How is it possible to hold a line for 20 or 30 minutes for a call centre!!!
