Wrong Mbps given but charged for the higher Mbps

Good Day,

For the past week, I have been on endless calls with RSA web complaining about the slow internet. I did a speed test and showed them that it was running at less than 20 Mbps, even though I pay for 100 Mbps. After a week, they changed my IP address, and now it's running at 100 Mbps. How long have they been robbing me, and will they refund me?
