My Mweb download speeds are routinely less than 25% of the nominal rate. This evening, five speed tests taken at about 22h15 were all below 0.2 Mbps and I pay for 2 Mbps line. Slow speeds are the norm;

25th August 21h50 - below 0.1 Mbps
22nd August 21h00 - below 0.3 Mbps
13th August 18h50 - below 0.3 Mbps
11th August 10h00 - below 0.3 Mbps
9th August 19h20 - below 0.6 Mbps
...

I could go on. Whenever the line is slow, I note the download speed. Each time I take the average of 5 tests.

The MWEB call centre says I should expect around 1.6 Mbps on a 2 Mbps line. But below 0.2 Mbps? Is this what I should get for my R600 a month to MWEB? If MWEB is going to suggest that this is because a lot of people use their services at the same time i.e. on a Sunday evening then it is clear that MWEB is not investing in its infrastructure and delivering poor quality service. It is dishonest. Any KFC will put more staff at the till to shorten the queue. I suggest MWEB do the same.
