Poor ADSL line speeds

Hi, I have upgraded my line speed from 2 Mbps to 4 Mbps. It has been a week now and I do checks every day on the speed, during the day and night. I have reset my router, rebooted it, unplugged it but the speed do not get more than 1.2 Mbps. Not even once I get more than 1.2 Mbps. How come I pay for 4 Mbps but I dont even get 2 Mbps. I can understand that sometimes it is up to but sometimes surely it must be over 2 Mbps. Please advise ASAP!
