Getting Billed after account has been cancelled

Paid cancellation fee (R1350.01) on 23/10/2013 for 0828662077 and 0724201425 and ported to CellC.
No deduction for October for November.
Then R410.99 deducted end December 2013.
I mailed Customer care on 18 Jan 2014. They cannot help. Only say that my numbers was replaced with 0716217194 and 0716325771 as I ported before the 24 month contract was due. (Although I paid the cancellation fee for this)
I did not sign for or get these numbers.
28 Jan 2014 I phoned the cancellation dept. They said I should phone the accounts department.
Accounts department helped me halfway and then while I was holding on i was put back in the "waiting queue". Trying to get back to the same person that helped me seems impossible. Explaining everything again for the 5th time in 10 minutes is not good. They said that the person who helped me has my info and if a call is dropped they are forced to phone me back.
I haven't been phoned back as yet.
I need to know why I am being billed for a service that I cancelled, and paid the cancellation fee for. And I then want the money back that was deducted.
