Telkom refusing to sort out my ADSL line

Since last week my ADSL speed is quite slow, I logged a fault, reference number:65brk260114 and it was identified that my ADSL line was not stable. A technician by the name of Winston, was dispatched to my residence and then states that Telkom is not my ISP (although Telkom is my ISP) and he cannot sort out the line and closed the fault logged!! I called the call center and to find out why was my fault closed because it was not resolved and till date, I have heard nothing from Telkom. My area can only support up to 1Mbps and Telkom has increased my line speed to 2Mbps thus the unstable line, but they refuse to sort this issue.

I will not pay for the ADSL line until this is sorted out, with a 2Mbps line, my download speed transfer rate is 28kbps which is totally ridiculous!!
