Slow ADSL Speeds

I have signed up with a 2Mbps line account with my ISP, but when ever I did a speed test I would not exceed a download speed of 97kBps, which is more in line with a 1Mbps line. I then switched to a 4Mbps line and account hoping to get better speeds, but still no luck, I called my ISP and they told me that they have logged it with Telkom, also stating that it seems that there is congestion on the exchange I am connected to.

This was logged on the 19 September, and still no results. The first time Telkom closed the fault stating that the have resolved it, even though I told them it was not resolved, my ISP then logged another fault. I keep getting SMS's stating that the fault has been resolved, and it still has not been resolved, still getting speeds of -97kBps. My question is when will this be resolved and why should I be paying for a 4Mbps line when I am not reaching those speeds!

When using [URL Removed] with a Telkom guest account and my ISP account I'm getting around 379kBps, but when using those two accounts on [URL Removed] or [URL Removed] I'm getting a download speed of 97kBps! This is really frustrating! No resolution up to now!
