Auto page screwing me

I upgraded my cellphone account from a top up to an open contract (smart light@R299) which the total cost included the device fees, minutes, data and SMS. I then decided to migrate two months later to the smart standard (R390) getting all of the above, just more. Before I agreed to move to the bigger package I made 100% sure that it was not going to cost me more then the agreed R390. I was assured that it was not going to cost a cent more unless I went over my limit. I have now gotten my statements stating that I now need to pay for device charges of R164 inc VAT, as soon as I saw it on my first statement I went to the branch and I asked them about it and even they turned around and said it doesn't make sense how I'm paying for the device when I migrated to a higher package! The branch that I'm dealing with have tried to rectify this problem but nothing has come of it, it is not the branch that is at fault it is head office.

Why is the device charges included when I was on a smaller package but as soon as I migrate to a MORE EXPENSIVE one is it all of a sudden an extra cost!
And please I would appreciate a proper reply not just the standard "copy and paste" version.
