Application for a smart device NOT approved

I have made an application for a smart device on the 29/04/2013 with FNB, i currently have a smart device with the FNB. My application has been sent through succesfully via online banking. received feed back ONCE on the 30/04/2013, stating my application has been processed. on the 17/05/2013 i have contacted a premier banker in regards to my application status (had to hold for 20 minutes) until he got back saying that my application for my new smart device HAVE been APPROVED - the delay was in communications and the courier company. Today 22/05/2013 i have received a call stating that my smart device application has been declined due to me having a current device. My issue is why did they say it has been approved earlier??? and why did it allow me access to apply for a new device online??? And after my application a smart device account pitches up in my online banking page (after more than a year of my old smart device application). i tried contacting customer complaints but waited another 20min no answer and airtime out.
