Almost 3 weeks to repair a softwear problem

I have been without my phone since 09-01-2013 is this the type of service vodacom offers there contract subcribers? I was told the maximum maybe a week or 2 because its a new phone i might get another new phone blackberry Q10 but nothing yet i cant go on the internet with my current phone because its not a smart phone so my simcard can just receive sms and make calls. I think this service is terrible and a inconveniance so thank you vodacom for the bad service.
