BIS never removed from Account

I upgraded my contract to a Blackberry Z10 in April 2013. Adrian (upgrade consultant) told me that my BIS will be canceled off my contract. The weekend that passed (18/01/2014), the Z10 was, and I phoned Vodacom to put back BIS on the account, as I downgraded to an old Blackberry, the consultant I spoke to told me that my BIS was never removed from my account.
I then spoke to Vodacom 4U in ERM to find out what they are going to do about it, and they said they will only reimburse me for the first month, as thereafter, it is my responsibility to check
My Question is, does everyone scrutinize their bills each and every month? I only check that the amount is within budget, and if it is, then it is fine...
I am not happy with the Response from the Shop, and request Vodacom to do something about this...
