26 hours later and no SIM swop!!!

I upgraded and had to do a SIM swop. I was told it would take 24 hours from one the old SIM was deactivated. It's been 26 hours and the SIM swop has not taken place. Neither the old SIM or the new Sim picks up a network. This is the only phone I have. What happens if I'm in an emergency..? This is unacceptable.
