Sim Swap done without permission and no answers

My husband received an sms from Vodacom indicating that a sim swop is being done, he immediately called Vodacom Customer Care 082 111 and explained that nothing is wrong with his sim and the sim swap has to be cancelled immediately, the operator assured my husband that a note was made on the system and that the sim swop will not proceed. 2 hours later my husband's sim card in his phone was disconnected. Another call to Customer Care and it was confirmed that a sim swop was done. How is this possible? What is the use of the Rica documentation when buying a new sim card or signing a contract? How can Vodacom do a sim swop without the proper Identification? This sim card was on contract and registered with an ID on the system! And the only reply from Vodacom Centre or Vodacare shops please fax an affidavit and an ID and the case will be taken from there? How can a sim swop be done without ID but when you need to block a sim you need to fax documents? And no one at Vodacom can say how and where it was done. This is unacceptable and very bad service from a big company. USELESS is the best word. And the result of the sim swop, hacked internet banking and financial loss!!! Thanks Vodacom!
