Where is the staff?

Yesterday morning I wanted to buy data bundles from the Vodafone shop on the top level of Cape Gate center. When i walked in, three consultants were assisting customers at their desks, no one was by the pay-point and four people were waiting in line in front of me.

After standing for a while I decided to go to other shops. When I returned about 30 minutes later, there was only one consultant assisting clients at her desk and still no one at the pay-point. The staff only door was shut by someone and there I was, again, standing while two more people were queuing waiting for someone, anyone, to attend to the pay-point.

When I got the attention of the consultant to ask who would assist us, she couldn't be very bothered.

Why do you have two shops in one center when you don't have staff to man it?
