Problem with upgrading

I could upgrade at the end of 2013. In October 2013 I done an online upgrade. The service was good the next day I had my phone, a Nokia lumia 720. It however did not work. A Vodacom shop in Bloemfontein advice me to contact the Online upgrade section because they supplied the phone. After an hour and a half of being given other numbers of other sections that I should phone, I got helped. A week later I had my new phone a Nokia lumia 720. It worked for almost a week and then I had the same problem. This time I decided to sent an e-mail. This time the service was even more pathetic. I requested them to reverse the upgrade so that I can go into a store and do the upgrade there. The phone were picked up almost at the end of November 2013.
I went into a Vodacom shop to try and do the upgrade just to find out that the upgrade have not been reversed and I can only upgrade in about 22 months time. The lady at the store try to phone the Upgrade section with the same results that I had, we can't help you must phone this number etc.
At this stage I am paying for something I don't have, what must I do?
