Double charge for data bundle

A data router was purchase on 17 Dec 2013. During the transaction the card give an error message the first time and it was swipe again. However the payment for R799 went off twice, I immediately went to the bank to get confirmation of the payment and the the proof was taken to Hendrik. He claimed he did not have cash to do the refund and promised he will make arrangements witn the head office to do the refund EFT within 48 hours. to date nothing was received. He gave the his number 061 428 5748 to follow. I left a message and sent a SMS to enquired about the refund but to date no success or him returning my message. This action is unaceeptable. To make matter more worse, as part of the promotion package a was suppose to received 2GB data but when I tried to use the modem/router nothing was available. What happened to the money, who is responsible to do the refund or is the money???
