Telkom holding up progress

The Baptist church in Somerset West (0218521810) are considering streaming their services to the internet so that elderly people who cannot always make it to church can view the service online. We asked Afrihost our ISP to increase our line speed to 10Mbps but the fastest speed we could get was 2Mbps. Telkom told us that we are too far from the exchange but we have found out that it is due to congestion on the Telkom network. I can't get anyone in Telkom to tell me when the network will be upgraded. They tell me there is not enough demand for faster internet lines in the area and therefore there are no plans to upgrade the network. If there is congestion then there is plenty of current traffic to justify upgrading the network. Durbanville in Cape Town have 40Mbps line and we can only get 2Mbps. I would just like to know when Telkom will be upgrading the network in Somerset West if ever? Please could Telkom assist the elderly of Somerset West. The definition of broadband is 10Mbps and above. Everyone in Cape Town should have a minimum of 10Mbps, this is the 21st century.
