Paying for 10Mbps but only getting 1.5Mbps

I signed up for a 10Mbps line and 50Gb of data with Afrihost. Afrihost first checked that the line could operate at 10Mbps. On the Telkom website it also says the maximum speed the line can handle is 10Mbps. After a month I realised I was only getting 2Mbps when I logged a fault I was informed that my line could only go to 4Mbps. So I downgraded my contract to 4Mbps but I kept the request for 10Mbps open. Lwake from Afrihost phoned me to tell me he had good news and my line was now 10Mbps but it could take 48 hours. I tested it 48 hours later and it was still 3Mbps. I SMSed for help. A few hrs later Terence calls me to say they can't make my line 10Mbps because I haven't applied it online. So I applied online and he guaranteed me it would only take another 48 hrs. 24 hours later Nikita phones me to tell me that my upgrade request got stuck in the Telkom system and she will put a manual application in to Telkom and it would only take another 48 hours. 24 hrs later I get an SMS to say that my upgrade has been completed. I tested the line and the speed is now down to 1.5Mbps. This is the service you get from the best ISP in 2013. Oh how the mighty have fallen. Call me Gian.
