Telkom ADSL Upgrades = Downgrade

I used to have a 4Mbps line at Telkom. After the recent upgrades, I was supposed to get 10Mbps speed although I would still pay the 4Mbps package price. However, 10Mbps is not supported in my area and Telkom is unable to indicate when it would, so I requested a downgrade to a 2Mbps line (price) which would then give me the same 4Mbps speed but cheaper (until 10Mbps is available). I specifically asked the consultant whether this is correct and I was told it most certainly was. Now I only get 2Mbps speed, I pay the same as other account holders in the same area, however they now get 4Mbps speed. I am now told that I will not be able to get the 4Mbps speed with the 2Mbps package because the upgrades have already taken place. This after two calls of 45 minutes each (on hold for 90% of the time), I am now struggling to get my line back to the 4Mbps option which is in itself ridiculous as I am now paying approximately R200 more than someone else who would be getting the exact same speed as I am. Can't wait for my contract to end so that I can switch service providers.
