Why can i NOT pay my account via internet banking?

My debit order for last month bounced, I called to make a payment via interbanking and was advised that i have to go into a branch???
REALLY? in this day and age of mordern technology, i have to go and stand in a queue to make a payment?
PLEASE help me out here.
