How can two agents still not get it right?

I have been trying to get banking details to make a payment to Vodacom since Monday, 4 November 2013. I have had the most painful and frustrating experience with customer services. Do these people not know anything about service delivery. I am so annoyed with the level of incompetence. Firstly, when I called on Monday I spoke to an agent to get the banking details seeing that Vodacom did not load the debit order for the payment, as a result, the account is blocked (which Vodacom should actually take responsibility for as they should have loaded the debit order, since they had all the details already). The agent advised me that she will send an SMS with banking details to me. I am not sure if theres something in the water there at Vodacom, but clearly theres something wrong with their customer service approach. Instead of an SMS with banking details, I get an SMS saying that I must take my statement to the bank branch and the teller will make the payment. I had already told the agent that I have not received any statements. So why did I get that SMS? Clearly someone is unconscious there at Vodacom. In my second attempt, to get banking details for Vodacom, I was still unsuccessful..
