Deliberately not informing the customer of costs

My daughter was struggling for more than 7 mnths to change ownership from my name to her married name, she also upgraded this year in September on a special at Centurion Vd shop. The special offer included a Samsung III on a Smart Small contract for R249 pm. In Oct 2013 she was told she can change ownership. She is now being billed R150 for change of ownership, yet the Vd shop manager gave her a receipt for NO CHARGE for the change of ownership. This money must be reimbursed to my daughter. She is also being billed R33 pm on top of the R249 pm for the phone. This was never discussed with her and she was brought under the impression that the phone was included as part of the special offer. I request that this monthly amount of R33 be carried by the Voda shop. I will be seeking advice based on the Consumer Protection Act for further action if I do not receive a satisfactory answer and reimbursment. WOULD I EVER RECOMMEND VODACOM TO MY FRIENDS AND FAMILY - BASED ON THIS EXPERIENCE - NEVER!!!
