Get approved then not approved

I received a call to say that i qualify for a contract from Virgin Mobile. They take my details and approve the deal saying that the handset will be sent to me in 7 working days. i still have not received it. I phone up Virgin Mobile on 6 different occasion and i get told its still being processed. Today 11 December 2013 i speak to Millason and she tells me i have to send all my docs to her so that she can see if i qualify for this contract. This is bridge of contract i feel and i will be asking legal advice on this
