Past due date for new topup contract phone

On October 10, Millicent from virgin mobile contacted me because I qualify for a topup contract with a Nokia Lumia 620. After taking my details, she called me back within an hour, said the contract was accepted and I can expect delivery of the handset in 5 - 7 working days. The courier company will call me. I phoned Millicent again on October 24 to enquire about the non-appearance of the handset (I was out of town for three days). I was informed that somebody accessed my account on October 14, she will look into it and phone me back. Yesterday, around 16:00, I phoned Virgin Mobile again, and when I asked for Millicent, a very friendly gentleman informed me that Millicent is working on upgrades... What the? He then promised me to get back to me before 16:00 today. Unfortunately nobody came back to me, after I gave my cell phone number, as well as my husband's phone number for in case I am not in reception area. Nothing happened. I really want to know what is going on, because in two weeks time, I am sure that money will be deducted from my salary towards Virgin Mobile!
