Upgrade Contract

I've lost my phone. I'm a customer for almost 6 years now at Vodacom. So I've asked if possible can I upgrade a bit earlier. They came back to me and said no, reason being I'm not spending R800 or more on my Contract with them. My Contract is due next year March, so I have to pay for another 4 month for something I can't even use. It's not like if I'm not going to pay for this. What I don't understand is why is this if I'm paying less than R800 a month I'm not entitled to upgrade a bit earlier.
