Wont Upgrade

We are spending R2500 a month with vodacom and my wife wanted to upgrade her phone because her phone is giving problems. She qualifies for an upgrade 25 July 2013. Various vodacom personel says she cant upgrade now because her monthly invoice is not more than R800 per month. After all these years we expect they would make a plan for one month only, but they just say they cant do anything, so we contacted celll c and took out a new contract and will move all our accounts over to them in the next year.
