Cellular data still not activated

It has been a week since I've activated my I phone 5 . on the day i took up the contract at the westgate branch, cellular data was not active. i was told it may be a delay on the network, it may take up to 24 hours. i then processed to activate my phone via itunes/wifi. i waited patiently for my cellar data to be operational, with no luck. eventually i called the call centre the following week to trouble shoot, once again with no success. the matter was then escalated to the "relevant" department and i was given a 72 hour turn around time. 72 hours have come and gone, i called the call centre today (24 November) and was told the issue has not been attended to. the whole point of having a smart phone is for the data. i feel as though I'm in possession of a very beautiful looking walkie talkie (a walkie talkie that has now depleted all my airtime, so now it has become a very beautiful and useless walkie talkie)
