Incapable or incompetent?

How is it possible to use 2.6gigs of data on an iphone 5 when I only used 5meg of data the previous month? I have phoned cell C 5 different times to try understand what is going on with my data usage. They told me my usage was valid and sent me an itemised billing - all of which just says that Cell C was the user of the data and that data was taken off my bill even though I am logged into wifi all day 5 days a week. I don't download anything, I don't do updates unless I am on wifi, I don't allow my location to be found, I only use my phone for email and whatsapp, and yes, I do understand that the phone uses data even though I am not using my phone. No I am not going to switch my cellular data off when I log in on wifi or when I go to sleep - its a smart phone? All these questions are valid but if I haven't changed the way I use my phone and I was billed twice using under 5megs of data why now all of a sudden 2.6gigs?
I have asked a question as simple as what is using my data because I need to know what the problem is in order to fix the problem. I cannot believe that I have had to phone 5 times, go to an apple store twice and to a cell C store once and Cell C still cannot answe
