No data loaded since contract implementation

I took out a Vodacom contract for my nephew. It is supposed to be a top up 135 with 100MB free data per month. Since I took the phone in October he has not once received his data. I have called the call centre on numerous occasions but have had no luck in getting this issue resolved. Please urgently assist. This boy is using all of his airtime on the first day of the month as he doesn't have data to use. He's now turned off his cellular data on his phone so can't use that functionality. I expect ALL data due to him to be loaded as well as extra airtime seeing as he's been using his airtime as his data hasn't been loaded as it should have been. I've phoned in about this numerous times and still no solution!!!
