Repair or Replace my Phone ALREADY

I'm under warranty and My IPhone 4S doesn't switch on.
I Sent it in for Repairs Monday 07 October 2013 at the Sandton Cell C Head Offices. They send it off to Repairs and After the first 2 weeks I received it back on October 18 still not repaired and was asked by the repairs centre to switch off my "Find my iPhone".

I did that in store over the internet with a Cell C employee at the Cell C Sandton. Rebooked it in immediately and on November 4 2013 got the phone back still unrepaired and not replaced and am asked to deactivate "Find my iPhone." AGAIN

It is already offline, there is nothing more I can do. The Erase was requested on October 18 2013, the "Find my iPhone" is currently OFFLINE and its pending, (iPhone will be erased when it connects to the internet). Phone doesn't switch on, thats why its in service, I can't connect the phone to the internet!

You are wasting my time repairing this phone. Its Offline already. I don't want to wait another 2 weeks for repairs to tell them the same thing again. ITs under warranty, you meant to replace the phone.
Are you intentionally taking your time so my Phone falls out of warranty???!!! It seems that way.
