R318.84 for myGig2

I did an upgrade on 27August 2013 with an agent named William, from vodacom direct. Three weeks later when I still haven't received my IPad I called the call center and spoke to Tshidiso who seemed to have a listening problem we argued about reversing the upgrade for a while before he transferred my call to his team leader Michelle at my request. Michelle told me there was no order number hence there's was no deleivery (who's fault is it?) I requested that she reverse the upgrade. I received a statement for me to pay R318.84 for a handset I did not receive I called Vodacom several times and every time I do I'm told they will send a service request for my billing to be sorted. When I called the accounts department I was told to CALL MICHELLE and tell her to write notes so they can attend to my billing problem. On the 30th R318.84 was debited from my acc for a handset I did not receive today I received my statement for October I was billed for the handset yet again which I cancelled and I need to pay R327.59 at the end of the month. I'm not happy with the level of service I'm receiving. Please sort this out as I'm considering taking the legal route to solve this mess.
