Cannot view data balance on my iPad

I cannot view my data balance on my iPad. I cannot call 147 from the iPad. I cannot change the sim card to another device. I cannot register on the website for assistance because I cannot view messages on the iPad. There should be a way to register that number but receive the pin either using another number or via email. This is very inconvenient.
