Upgrade for not even 7 days and billing skye high

I upgraded my phone around the 15th September to the same packaging but just a new handset. i then received the bill, billed from the 20th September for packet data calls to the amount of R305. How is it possible to bill me between the 15th on activation to the 20th for so much when i had just done an upgarde? Zulfah responded to me on being charged for BIS when its not needed however has not responded to my follow up email on how this would be different in charges.
