Interrupted ADSL - can't download full files

Three weeks ago I had an ADSL line installed. Since then, I have not been able to fully download any file. The line drops / is interrupted before completion = 'partial download' or 'interrupted download.' I have called Telkom almost daily for 3 weeks and there is no resolution to this problem. I can access the internet but I cannot downoad files (eg: TV series) or Skype without interruptions. I have a 2MB line. The reason I had this line installed was to download files and use Skype. I do not need the land line for calls.
