Fair Usage Policy and Throttling of internet

Atec is the only supplier for internet at the Houghton on 7th/12th. I subscribed to the 4Mbps uncapped internet package. On the evening of the 19th September i received an sms from Atec warning me that i am i am using excessive bandwidth (Apple iOS 7 upgrade), after a 2nd warning our internet was throttled down to 100kbps.
After sending several emails to Atec to try and find out what we "did wrong" they sent and email apologising about the Fair Usage policy as it was a mistake on there side. After doing some research we had consumed 70GB's for the month to date, this is not exactly excessive. But since the FUP incident our bandwidth has been throttled, i cannot watch a youtube/and or Apple TV/ Netflix etc. I have noticed that we have been throttled down to 1Mbps on youtube/Apple TV etc. I timed it, it took almost 4min to cache a 2min video on youtube.
So what do i do? Atec is the ONLY supplier of internet in the estate and they are not bothered to contact me back to try and solve this problem. They have the monopoly on this estate and do not have the economic motive to solve this problem due to lack of competition. We do not have DSTV, so i really 100% on my internet connection.
