New line application - broken promises

My Dad applied for a new telkom line on 27/12/2012. Installation was promised 3/01/2013. Technician came out on installation date & observed the cable in neighbours yard in bad condition. He promised to get cable replaced that afternoon & have us up & running. Since then there have been plenty of sms promising installation the next day but all with broken promises re. when cable will be replaced & new line installed. Its nearly a month since order was placed & nothing but excuses, -cable contractor not available, bad weather, etc etc. order no. 1405032 (proposed new no. 0312626669)
