Telkom cable installation

After a long service disruption, a Telkom technician came to my home to restore a faulty line. Upon his arrival he notified me that they don't dig up faulty Telkom lines, but simply install new overhead lines.

The technician then connected the new phone line to the exchange outside my home, ran it up a pole and threw the remaining cable over my fence. He then pushed the cable through a window and asked me to connect this into my phone, leaving the entire cable from my fence to my home exposed on my front lawn. After this he simply stated that this was how it's done now, and that when I mow my lawn, I must make sure to not cut the cable.

I can understand that this was a concern for him, seeing that the cable connected from the exchange into my home is now in the way off everything that normally moves in my garden. I have gotten use to jumping over the cable, but my dog has not. Every time he trips over it, he seems genuinely confused with the extreme incompetence of the Telkom technician and the bad cable installation.

I have not received any assistance from your normal support channels. Please advice an alternative solution to getting the cable installed properly.
