Complaining about bad service

Ive applied on line for the top up contract (Iphone 4), they phoned me and they approved everything, all was good. But the confirmation department is not coming back to me to give me a order number and to confirm my adress for delivery. They claim to have phoned me on the 08th of August at 15:00PM but i havent heard from them at all up to today. I was suppose to get my phone long ago. I keep on phoning for assistance, but still no luck, and now they tell me it was cancelled i have to start all over again. When we tried to do that they said we cant do a new application untill the old one is removed from the system and they dont know how. I dont know what to do anymore because phoning them doesnt help!! im not happy with the service at all!!
