Where's Customer protection act

On the 26 July I bought a blackberry Z10, took it back on the 27th took it back because it did not want to switch on, the assistant said its fine just had to get approval to replace it, there is 1 out of 10 Z10 that do that, we will be phone back still the same day.
A few hours I phoned in to find out if they heard anything back and was told it had to be send in for approval will take 5 days, the assistant who help us the morning had to say that when I ask to speak to the manager he was not working that day, and I signed the form to explained that, the assistant did not explained the small print, but they will sent phone in and by Monday they will have approval.
On Tuesday I went in to ask if any news and they said its approved but will phone me to fetch the phone.
Thursday I went in again and another assistant said the phone was sent in but there's nothing approved yet I must still wait.
Why do I feel they my money and what happens with the Customer protection act because I said they got the phone back within 24 hours and made a suggestion yo buy a new phone and the can refund as soon as the phone is approved, was shone the slip they don't do refunds so have just to wait.
