On hold from 9am - 1:05, no one is picking up. is this normal practice for Vodacom?

my iPad mini was delivered this morning around 8. the wrong sim card was in the box, the normal old big sim was inside instead of the small micro sim. no one is picking up, at activation, aftersales and no one else can help me.
