60 Days to activate dual simcard to no avail

In March I went to the MTN store at the Waterfront to do an upgrade on two of my contracts. As my father would not be using the iPhone 5 received from his contract, I decided to ask for a dual SIM in order to make use of that phone along with the Blackberry Z10 I received with my upgrade. It is now 60 days after the fact and I am still do not have both phones working, not to mention that I have been charged for 2 month worth of "Dual SIM" which has never materialized. I have been in to the Waterfront store 4 times in the past 60 days and have been promised each and every time that the issue would be resolved. I have been dealing with 4 staff members there, including the manager who couldn't be bothered that the issue hasn't been resolved. The service I have received from this store is nothing short of appalling and is comparable with service delivery one would expect from a 4th world country. As of this afternoon, after the umpteenth time of calling them, a staff member even went so far as to put the phone down in my ear. No return calls are made and it is me, the paying customer that is having to do all the following up with no results.
