Cell C says NO Dual Sims on Data Contracts

I have a data contract with Cell C. I went to the Centurion Mall store on Tuesday (3 Sept 2013) to get a Dual Sim card. I want to use one sim in Huawei stick for my laptop, and one in my Samsung Galaxy Tab (which isn't always charged or with me to be used as a wireless hotspot for my laptop). In store they phoned Customer Care, who told them to sell me a Sim card, I then gave them the serial number of the new Sim, and it was supposed to be activated within 48 hours. After 70 hours, it is still not active, so I phoned Customer Care, and when speaking to the 2nd person, she told me that Dual sims on data contracts are not allowed. My contract is an open line and I can make calls, which I get billed for, so I don't see how my contract is so different that it can't allow a dual sim.
